Hybrid Bill

High Speed 2 was considered by Parliament by means of a Hybrid Bill.

Hybrid bills have the following stages in each House -

First reading – publication
Second reading – debate on general principles
Committee stage – clause by clause scrutiny
Report stage – report to the whole House of committee stage
Third reading – final debate on final version of bill

Unlike public bills, there are additional stages -

Between second reading and committee stage there is a Petitioning period heard by the select committee.

Petitioning is open to those specially and directly affected by HS2. A petition is an objection in a special format submitted either personally or via Parliamentary agent. Petitioning cannot take place against the principle of the Bill.

The Hybrid Bill Select Committee began meeting in May, 2014. The final Select Committee session took place on 22 Febraury, 2016.

Supplementary Environmental Statement 3 and Additional Provision 4 (October 2015)

The Government has deposited a proposed set of changes to the High Speed Rail (London – West Midlands) Bill and previous Additional Provisionsin Parliament, in the form of a Supplementary Environmental Statement and Additional Provision known as ‘Supplementary Environmental Statement 3 and Additional Provision 4 (October 2015)’ or SES3 and AP4 (October 2015).

These changes relate to community forum areas (CFAs) 4 (Kilburn (Brent) to Old Oak Common) to 26 (Washwood Heath to Curzon Street) of the Phase One route.

The Supplementary Environmental Statement 3 and Additional Provision 4 (October 2015) is comprised of a number of documents which are listed and explained below.

An Additional Provision is deposited in Parliament during the Select Committee process and gives rise to a new petitioning period on the Additional Provision. It also gives rise to a consultation on the Supplementary Environmental Statement 3 and Additional Provision 4 Environmental Statement.
